CHARLESTON, W.Va. – The West Virginia Department of Veterans Assistance (DVA) today announced James DeCarlo as the newest member of the West Virginia Veterans Council, following his official appointment by Governor Earl Ray Tomblin late last week.

His nonmilitary career includes more than 40 years in the finance industry, having served 10 years as Executive Director of the West Virginia Consumer Finance Association.
DVA Cabinet Secretary Keith Gwinn said, “Mr. DeCarlo came highly recommended to the Veterans Council and I have every reason to believe he will be a great representative of and advocate for veterans throughout the state. I look forward to working with him.”
DeCarlo’s appointment follows the resignation of Chester Fleming.
Mr. DeCarlo and his wife Nancy have two sons and currently reside in Saint Albans, W.Va.
