The Department of Veterans Assistance of West Virginia shall assist eligible veterans, their widows, dependents and orphans in proper preparation and presentation of their claims for the benefits of their rights and privileges under federal and state laws enacted for their benefits. Contact your local Veteran's Field/Service Office for assistance.

State Benefits

Homestead Exemption for Certain Eligible Veterans: Specific information is available through the local County Assessor’s Office.

Agent Orange Program: The program administered by the West Virginia Division of Health expired July 1, 1989. However, assistance is provided to Korean and Vietnam veterans exposed to certain chemicals, defoliants or herbicides or other causative agents, including Agent Orange from the US Department of Veterans Affairs, Medicine and Surgery.

State War Orphans Education ProgramUnder State Code §18-19-1
Provides for a waiver of tuition and registration fees in a state supported college or university for children between the ages of sixteen and not more than twenty-five years of age, whose veteran parent served in World War I, World War II, Korean Conflict, Vietnam Era or any time of conflict as declared by Congress. Parent must have died in such wartime period, or, if subsequent to discharge, death must have been the result of disability incurred in such wartime service.

State Operation Recognition-Diploma Program:  Under State Code §18-2-34
Provides for the awarding of high school diplomas, either by the county board in the county in which the veteran resides or the county in which the veteran would have received his or her diploma, whichever location the veteran chooses, to any surviving World War I, World War II, Korean Conflict, or Vietnam Conflict veteran who meets eligibility requirements.

: Provides special vehicle license plates, DV Tags without fee to any veteran in receipt of an auto grant or who is permanently and totally disabled due to service-connected causes, and former POW Tag as certified by the US Department of Veterans Affairs. Also recent legislation provides for Purple Heart Tags for those wounded in action and Pearl Harbor Survivors Tags for West Virginia veterans who were at Pearl Harbor during the attack on December 7, 1941. Veteran Plate for honorably discharged veterans for a one time fee of $10.00 over and above the regular license fee required by Motor Vehicles.

Free Hunting and Fishing Privileges: For 100% total and permanent service connected veterans and those veterans in receipt of a VA auto grant.

West Virginia Homeless Shelters - Locate homeless shelters and assistance in your area.

WV Veteran's Home (Domiciliary): Domiciliary care in Veterans Home is for ambulatory veterans who are able to go to the dining room without help; can dress themselves; can make their own beds, and can participate in an assigned therapeutic activity. A veteran may be charged for care if he is able to pay.

WV Veteran's Nursing Facility:  The Veteran's Nursing Facility is located in Clarksburg, West Virginia and is a 120 bed facility which began operation in 2007.  The facility now includes a 20 bed unit for Alzheimer patients.  Emphasis is placed on maintaing a warm, attractive, and comfortable facility for West Virginia veterans in need of nursing home care.  Visitation to the home is encouraged.

WV State Veteran's Cemetery - The Donel Kinnard Memorial State Veteran's Cemetery, located at Institute, West Virginia is currently under construction.  The groundbreaking ceremony event was on October 14, 2010 and within two weeks of that date, excavation and construction had commenced.

Veteran's Preference: Under the West Virginia Civil Service System all veterans who have served under honorable conditions in the armed forces of the United States during World War II, Korea Conflict, Vietnam Era or during hostile conflict shall have five (5) points added to a final passing score. An additional five (5) points are added to a veteran’s score if in receipt of the Purple Heart or has a compensable service-connected disability.

Veteran's Bonus: The state of West Virginia has provided a bonus to all service members who are on active duty during war-time for conflicts dating back as far as World War I. The current bonus is available for those serving on active duty during Afghanistan, Iraq and Kosovo, and includes a one-time payment of $400 with an additional $200 for those deployed to the combat zone. Please note that even individuals who deploy multiple times or to multiple locations may still receive the extra $200 payment only once under this bonus program, for a total of no more than $600. The deadlines to apply for bonuses of all other conflicts have expired.

Veteran's Re-Education Act Fund: The West Virginia Legislature provides tuition assistance to those veterans who need a new vocation due to dislocation or unemployment. Veteran must have exhausted the G. I. Bill and be in need of tuition assistance.

Veterans Crisis Line - The Veterans Crisis Line connects Veterans in crisis and their families and friends with qualified, caring VA responders through a confidential, toll-free hotline and online chat.

VA Home Loans: Veteran borrowers called up to active duty may be able to request relief pursuant to the Servicemembers Civil Relief Act (SCRA). SCRA is intended to ease the economic and legal burdens on military personnel during their active service. Click here for more information about SCRA.
